If you don't have a need to open the windows, try having them replaced with just glass inserts. Our home had lots of glass, but very few of the windows opened. We have vents that are located below the actual glass to allow for ventilation. Just a thought...

Keep in mind that what may seem like "windows" in some homes, (Mine included), may be glass inserts. If this is the case, commercial glass companies can probably do the work for a LOT less than a window company. Some time back, I was in on the same topic.
