There may be a price difference for the Rinnai and the Noritz on demand water heaters. Personally I would not use anything but Rinnai.

Be sure to check that the model he is proposing is on this list for the Tax Credit.

If going outside, I'd go tankless. It is also the only way to get the tax credit. No tank water heaters qualify for the tax credit.

Also many energy raters will have a thermal imaging camera. I have heard a friend in that business telling stories of using the camera to find hidden water leaks in walls.

Seems too obvious to ask, but do you have a dishwasher near the kitchen sink?

You are leaking enough water that you could be undermining slabs or foundation too!

I should have mentioned natural gas combustion of even a simple gas cooktop can produce a significant amount of moisture in the air.

We have double pane insulated, low-e windows as well. I would guess Atlanta has a much longer shoulder season and higher humidity that makes sweating a bigger problem. Have you tried placing a fan to get more air moving around the windows? Are your bathroom and bedroom areas worse than other parts o...

A someone who has a fair amount of experience with this issue, I can tell you that running an exhaust fan vented to the outside while showering and cooking will do a lot to help.
