If you are talking about the rear view I posted, the one barred window on the right seems to be the rear of the garage.

The front windows (clearer in the Virtual Tour) do have Asian-influenced screens but they are not what one would call bars.

Maybe they have really expensive cars they wish to protect?

I know the bars are a spanish design element, but that's just poor design decision. $3.4 million seems like a lot of money for this house.

Those are just security bars, not a design element. The price of this place is all about location.

And just about every lot there has views, there aren't any on the 'uphill' side of streets, they're on the downhill view side.
