I've used Cornerstone painting, (Chang Kim is the guys name) a few times and I've always been happy. His crews are neat, the quality is good and pricing is reasonable. I think he's even based in Torrance.

The best painter I know in that area is Ronny Coric. He's also does decorative concrete projects. But I don't think he's taking on any new projects until the end of the year. You might call and check though.
